Assam Autonomous Councils See Uneven Funding: BTC Faces 71% Cut, KAAC and DHAC Get Boost

The Union Budget has sparked controversy in Assam, with significant changes in funding for autonomous councils. The Bodoland Territorial Council (BTC) has witnessed a steep 71% decline in its budgetary allocation, from Rs 174.66 crore in 2024-25 to Rs 50 crore in 2025-26. In contrast, the Karbi Anglong Autonomous Council (KAAC) and Dima Hasao Autonomous Council (DHAC) have secured substantial increases in funds.

The KAAC, led by Tuliram Ronghang, has maintained its allocation of Rs 50 crore, despite spending double its allocated budget in the last fiscal year. The DHAC, headed by Debolal Gorlosa, has seen its allocation rise to Rs 100 crore in 2025-26, a 66.7% increase from Rs 60 crore in 2024-25.

The funding disparities have raised questions about the Centre’s priorities in the Northeast and the performance of the councils. The BTC’s failure to spend its allocated fund, with over 80% remaining unspent, has been cited as a reason for the reduction. However, opposition parties have alleged that the funding decisions are politically motivated, with the BJP government favoring certain tribal leaders.

The issue has sparked debate over financial justice, tribal representation, and development in Assam, with opposition parties likely to push for greater transparency in future allocations.
