Assam Cabinet: Assam Govt Approves To Create 72 temporary ACS posts

Assam Cabinet: The Assam government has approved the creation of 72 temporary posts at senior Grade-I of the Assam Civil Services to accommodate 72 ACS officers in order to strengthen the organizational structure of various departments and increase administrative efficiency.

Aside from the 72 positions, there will be 250 Senior Grade-I ACS officers (current strength 178), with the shortfall made up by promoting 72 eligible Senior Grade-II officers from 1995, 1997, 1999, 2002, and 2004 batches.

The proposed 72 temporary positions are for promoted officers. Once an officer is adjusted against regular SG-I vacancies or promoted to Selection Grade, the officer’s temporary SG-I post will be reverted to SG-II

The government has also decided to re-establish thana-level Nagrik Committees to serve as a platform for police and public coordination.

The committee, which will be formed under Section 11 sub-clause 5 of the Assam Police Act, will primarily serve as a community liaison group for the respective police stations.SG-II

The committee will be led by a government-appointed chairman and a member secretary who will serve as the officer in charge of the police station. In addition to the chairman and member secretary, ex-officio members will include the Circle Officer, Block Development Officer, Senior Most Officers of Health, Excise, Social Welfare, PWD, and other senior-most officials.

There will also be nominated members who will help the committees function. The committee will ensure that the police department’s citizen-centric services are delivered on time. Facilitate police responsiveness to grievances filed in police stations. Investigate incidents of alleged misbehavior. Provide information and feedback from the community to help improve policing.

The Assam government on Wednesday decided to model Thana-level Nagrik Committees into community liaison groups to ensure speedier delivery of citizen-centric services and ensure greater responsiveness of the police force.

The Cabinet approved the reconstitution of Thana-level Nagrik Committees (police station-level citizen committees) so that these may essentially function as community liaison groups for respective police stations.

The groups will facilitate the timely delivery of citizen-centric services of the police department, ensure responsiveness of police against grievances registered in police stations, and look into incidents of alleged misbehavior.
