Governor Boosts BTC to 17 Members in Major 2026 Expansion

Assam Governor Approves BTC Executive Council Expansion to 17 Members: 3 New Inductions Under Hagrama Mohilary

Kokrajhar, March 4, 2026 – In a key administrative development for the Bodoland Territorial Region, Assam Governor Lakshman Prasad Acharya has given his consent to expand the Executive Council of the Bodoland Territorial Council (BTC) from 14 to 17 members. The expansion includes the induction of three new Members of the Council Legislative Assembly (MCLAs) as Executive Members.

The decision follows a formal request from BTC Chief Executive Member Hagrama Mohilary on February 27, 2026. An official notification from the Governor’s Secretariat, issued on Wednesday, confirms the approval and outlines arrangements for the swearing-in ceremony.

Newly Inducted Executive Members:

  • Maheswar Basumatary from No. 30 Goreswar ST Constituency (Bodoland People’s Front – BPF).
  • Karmeswar Roy, a government-nominated member affiliated with the Bodoland People’s Front (BPF).
  • Lakhi Das from No. 27 Nagrijuli Non-ST Constituency (Bharatiya Janata Party – BJP).

The notification states that the Governor is “pleased to hold the programme of Administration of Oath of Office and Secrecy” for the three new members on either March 6 or 7, 2026, at Kokrajhar, following all prescribed procedures and formalities.

Shri Mukesh C. Sahu, IAS, Additional Chief Secretary to the Government of Assam and Principal Secretary to the BTC, has been nominated by the Governor to administer the Oath of Office and Secrecy to the newly inducted Executive Members.

This expansion to 17 members in the BTC Executive Council is anticipated to enhance administrative efficiency, ensure broader representation, and strengthen governance in the Bodoland Territorial Region (BTR). Under the leadership of Hagrama Mohilary and the BPF-led council, the move comes at a time when the region focuses on development, peace, and implementation of the Bodo Peace Accord commitments.

The BTC, an autonomous council under the Sixth Schedule of the Constitution, continues to play a vital role in addressing the aspirations of the Bodo community and other residents in the four districts of Kokrajhar, Chirang, Baksa, and Udalguri.

This latest update on BTC Executive Council expansion reflects ongoing efforts to make the council more inclusive and effective ahead of key developmental initiatives in 2026.
