Guwahati, July 2026: In a bold move to transform the city into a cleaner, healthier, and greater Guwahati, the Guwahati Municipal Corporation (GMC) has rolled out a strict Spot Fine Schedule with penalties ranging from ₹300 to a massive ₹25,000. This aggressive cleanliness drive targets irresponsible citizens who continue to litter, pollute water bodies, and damage public infrastructure.

The new rules come as a major wake-up call for those ignoring basic civic duties. GMC officials have observed that 20-30% of people repeatedly create hurdles in maintaining the city’s cleanliness.   • Single-use banned plastic carry bags: ₹500
  • Spitting in public places: ₹300
  • Littering, illegal dumping, public urination or open defecation: ₹500
  • Biomedical, e-waste or non-biodegradable waste dumping: ₹500 (per day)
  • Construction & demolition waste on roads: ₹2,000
  • Fish, poultry or slaughterhouse waste by commercial units: ₹1,000
  • Animal excreta in public places: ₹500
  • Dumping waste at parks, tourist spots or by roadside vendors: ₹500
  • Damaging municipal water supply infrastructure: ₹500
  • Damaging sewerage infrastructure: ₹500
  • Illegal disposal of faecal sludge or harmful substances: ₹2,000
  • Chemical waste disposal within GMC limits: ₹5,000
  • Dumping waste in rivers, drains, wetlands or water bodies: ₹1,000
  • Pasting posters on government walls, bridges, electric poles: ₹5,000
  • Blockage of natural water flow in drains by dumping materials: ₹25,000 (highest penalty)
  • Illegal dumping of cut trees/plants on roads or public spaces: ₹500

GMC Mayor Mrigen Sarania warned, “Around 20-30% people are continuously creating obstacles in keeping Guwahati clean. Strict action has been taken. Violators will now face fines up to ₹25,000. These fines will be linked with holding tax, and non-payment may lead to cancellation of holding numbers.”
