Guwahati, July 10: Finance Minister Jayanta Malla Baruah presented the Assam Budget 2026-27 in the state Assembly today, announcing a revenue deficit budget of ₹419.26 crore. This is the first full budget of the Himanta Biswa Sarma-led government’s second term.
The budget targets a fiscal deficit of 3% of the state’s Gross State Domestic Product (GSDP). It focuses heavily on infrastructure development, employment generation, and people-centric welfare schemes.

Massive Employment Push
The government has set an ambitious target of creating 2 lakh additional jobs in the public sector. This includes government departments, universities, medical colleges, legal institutions, societies, Sixth Schedule councils, and public sector undertakings. A special task force headed by the Chief Secretary has already been formed to implement this plan. The state had already exceeded its previous commitment by providing 1.64 lakh jobs in the last five years.
Welfare Schemes Get Major Boost
- Arunodoy Scheme: Monthly financial assistance will be disbursed from August. The government will streamline beneficiaries to ensure only eligible families benefit.
- Arunodoy Plus: Continues universal old-age and widow pensions.
- Jeevan Prerona Scheme: Monthly ₹2,500 allowance for graduates until employment restarts from September.
- Instead of Scooters: The Dr. Banikanta Kakati Award scooter distribution for 18,000 students will be replaced by strengthened Unemployed Salary (Niyut Moina) and Unemployed Babu schemes starting next year.
- Monthly ₹1,500 support for 621 Udasi devotees in Satras from August.
- Enhanced maternity benefits for tea garden women workers and special aid for HIV-affected families.
Infrastructure & Development Boom
- Assam Mala 4.0: ₹10,000 crore to build 800 km of high-quality roads over five years.
- Major projects with the Central Government: Guwahati Ring Road, Greenfield Silchar High-Speed Corridor, Kaziranga Elevated Corridor, and Brahmaputra Tunnel.
- New bridges including the ₹1,400 crore Jorhat-Majuli Bridge (to be completed by December 2027).
- Power sector investment planned at over ₹77,353 crore.
- ₹2,500 crore project for underground electrical network in Guwahati.
- Metro rail proposal along the Ring Road under review.
Agriculture, Education & Health Focus
- Farmers to receive ₹11,000 annually under the Chief Minister’s Agri Implements Scheme.
- Over 3.75 lakh students from SC, ST, OBC, tea tribes, and other communities to benefit from scholarships.
- Medical colleges to increase from 14 to 28.
- One university, one medical college, and one engineering college per district in higher education.
- Land rights under Mission Basundhara 4.0 for indigenous communities.
Other Key Announcements
- Big boost for the Muga silk industry with Mission Senchori.
- Interest subsidy on electric vehicles increased to 4%.
- Paternity leave of two weeks for government employees.
- MLA development fund hiked to ₹1.5 crore this year and ₹2 crore from next year.
The budget estimates total receipts at ₹1,51,843.23 crore for 2026-27. The government has emphasized digital infrastructure, Direct Benefit Transfer (DBT), and strict measures against polygamy for availing welfare benefits.
Opposition parties criticized the budget as “routine and lacking novelty,” while the ruling party hailed it as one of the best in Assam’s history, reflecting the visionary leadership of Chief Minister Himanta Biswa Sarma and Finance Minister Jayanta Malla Baruah.
