Departmental Inquiry Ordered Against  Samiran Baruah

The Jorhat District Commissioner has finally announced a departmental inquiry against Samiran Baruah, a junior officer (referred to as “konisht bisoyi” in some reports) of the Jorhat Development Authority (JDA).

Baruah, accused of indulging in an extramarital affair and subjecting his wife and children to harassment and abuse, allegedly forced his personal car driver to lick his feet. A video of Baruah making the driver lick his feet went viral, sparking widespread outrage. Following this, the All Tea Tribes Students’ Association (ATTSA) and others filed an FIR at Titabar and Jorhat Sadar police stations.

Separately, Baruah’s wife also lodged an FIR at Jorhat Sadar Police Station, alleging attempts to endanger her life and that of their two children. However, allegations have surfaced that Jorhat Police took no immediate action despite the complaint.

The victimised driver, Bipul Orang (from the Adivasi tea tribe community), later filed a formal FIR accusing Baruah of physical assault, caste-based abuse, and public humiliation. Orang, who worked as Baruah’s driver from 2014 until February 2025, claimed the assault stemmed from a dispute after he informed Baruah’s wife about the alleged affair.

Despite the FIR being registered and forwarded for investigation, Jorhat Police have reportedly been unable to locate the controversial officer, Baruah. This delay has triggered widespread public backlash and raised serious questions about the role of Jorhat Police.

Citizens and organisations are now demanding not just an inquiry, but the immediate arrest of Samiran Baruah.
