The Assam government has rolled out a Special Scheme for the Grant of Arms Licenses, aimed at ensuring personal security for residents in remote and vulnerable regions. The initiative, governed by the Arms Act, 1959, and Arms Rules, 2016, will be strictly regulated to prevent misuse while empowering indigenous communities.
Who Can Apply?
The scheme is open to:
✅ Indigenous/original inhabitants of Assam
✅ Indian citizens with valid identification
✅ Individuals living in high-risk areas with proven security threats
Strict Vetting Process
To ensure responsible ownership, applicants must undergo:
🔹 Police verification
🔹 Intelligence-based threat assessment
🔹 Mandatory recommendation from the District SP
🔹 Consultation with security agencies by the District Magistrate

Interested individuals must submit:

📄 Standard arms license form
Once approved, the license will be non-transferable, and any misuse will lead to immediate cancellation and legal action.
Exclusions & Monitoring
The scheme does not apply to inter-state border areas (like Meghalaya, Nagaland, Mizoram, and Arunachal Pradesh borders), where separate security measures exist.
District Magistrates and SPs will closely monitor the implementation and submit periodic reports to ensure compliance.
